Civil Service Exam 2027: Application Starts November 2 – Requirements, Fees & Testing Centers

If taking the Civil Service Exam is part of your plan for 2027, this is the update you’ve been waiting for.

The Civil Service Commission (CSC) has officially announced the first Career Service Examination – Pen and Paper Test or CSE-PPT for 2027, covering both Professional and Subprofessional levels.

The examination will be held on March 14, 2027, while applications officially open on November 2, 2026.

And there’s one very important change applicants should pay attention to: there is no traditional fixed closing date indicated for this application period.

Instead, CSC says applications will be accepted continuously until the available examination slots are filled, or until the Commission announces otherwise.

In other words, if you really want to take the March 2027 Civil Service Exam, applying early is probably your best move.

Here’s everything you need to know about the Civil Service Exam 2027, including the schedule, qualifications, documentary requirements, ₱500 examination fee, testing centers nationwide, exam coverage, passing score, and other important reminders.

Civil Service Exam 2027 Schedule

For the March 2027 CSE-PPT, here are the important dates:

ActivityDate
Start of applicationNovember 2, 2026
End of applicationUntil examination slots are filled or otherwise announced
Civil Service ExamMarch 14, 2027
Target release of resultsMay 11, 2027

CSC officially announced that applications will begin on November 2, 2026 and will continue on a slot-availability basis. The March examination will cover both Professional and Subprofessional levels.

CSC is targeting May 11, 2027 for the release of examination results, although the date may still be adjusted depending on the actual number of examinees.

There Are Two Regular Civil Service Exams in 2027

Aside from the March examination, another CSE-PPT is scheduled later in the year.

The official CSC 2027 examination calendar lists:

ExamApplication StartsExamination Date
First CSE-PPTNovember 2, 2026March 14, 2027
Second CSE-PPTMay 10, 2027August 8, 2027

Both examinations will offer Professional and Subprofessional levels.

CSC initially set a nationwide target of 350,000 examination slots for each of the two regular CSE-PPT schedules in 2027.

So if you cannot get a slot for March, there will still be another opportunity in August.

But if you’re already preparing now, I would strongly suggest going for the March exam instead of waiting. Civil Service Exam slots can fill quickly, especially in Metro Manila and other major testing areas.

Who Can Take the Civil Service Exam 2027?

You don’t necessarily need to already be working in government to take the Civil Service Exam.

Under the CSC requirements for the March 2027 examination, an applicant must:

  1. Be a Filipino citizen.
  2. Be at least 18 years old on the date of filing the application.
  3. Be of good moral character.
  4. Have no final conviction for an offense or crime involving moral turpitude or other offenses specified by CSC.
  5. Have not been dishonorably discharged from military service or dismissed for cause from a civilian government position.
  6. Have not taken the same level of Career Service Examination within the prohibited three-month period.
  7. Have not previously passed the same level of Career Service Examination being applied for.

For the March 14, 2027 examination, the three-month prohibition on taking the same level covers December 14, 2026 through March 13, 2027.

This means that applicants should be careful if they are considering taking a Civil Service Digital Examination or another Career Service Exam close to the March schedule.

Do You Need to Be a College Graduate?

One of the most common questions about the Civil Service Exam is whether you need a bachelor’s degree.

CSC’s qualifications for the March 2027 CSE-PPT do not specify a college degree as an admission requirement. The important qualifications are citizenship, age, character, examination history, and the other eligibility conditions listed by CSC.

So whether you’re a college graduate, undergraduate, senior high school graduate, or currently studying, you may potentially qualify as long as you meet CSC’s admission requirements.

Remember, though, that passing the Civil Service Exam does not automatically qualify you for every government position.

Individual government jobs may still require a specific college degree, work experience, training, professional license, or other qualifications.

Professional vs. Subprofessional Civil Service Exam

Before applying, you’ll need to decide whether you’re taking the Professional or Subprofessional level.

Professional Level

Passing the Professional examination gives you Career Service Professional Eligibility.

This is considered second-level eligibility and may be used for appropriate first-level and second-level government positions, including certain technical, professional, supervisory, executive, and managerial positions that are not covered by professional licensing laws or other special laws.

For most college graduates and applicants hoping to build a long-term government career, the Professional level is usually the more practical choice.

Subprofessional Level

Passing the Subprofessional examination gives you Career Service Subprofessional Eligibility.

This is considered first-level eligibility and is generally appropriate for clerical and other first-level government positions that do not involve the practice of a profession and are not governed by special laws.

Civil Service Exam 2027 Requirements

Prepare your documents carefully before filing your application.

CSC requires the following for the March 2027 CSE-PPT:

1. Accomplished CS Form No. 100

Applicants must submit the appropriate:

CS Form No. 100, Revised 2023

Choose either:

  • Career Service Professional; or
  • Career Service Subprofessional.

The application form may be obtained from a CSC Regional or Field Office or downloaded from the CSC website.

If you’re printing it yourself, CSC says the form may be printed or reproduced on legal-size bond paper.

2. Four Passport-Size ID Photos

You need four identical ID pictures.

The photos must be:

  • Philippine passport size: 4.5 cm x 3.5 cm
  • Colored
  • White background
  • Taken within three months before filing
  • Printed on good-quality photo paper
  • Standard close-up shot
  • Full-face view
  • Neutral facial expression
  • Both eyes open
  • Without eyeglasses or colored contact lenses
  • Without accessories that cover facial features
  • Showing both ears, subject to CSC’s provisions for applicants wearing religious head coverings

The applicant must also be photographed while holding a name tag containing a handwritten signature over the printed full name.

CSC specifically clarifies that the name tag must be hand-held and not simply inserted into the photo using a computer.

This is one requirement I wouldn’t leave until the last minute.

Tell the photo studio that you’re getting pictures specifically for a CSC Civil Service Exam application and make sure the studio follows the current CSC specifications.

3. Valid Government or Accepted ID

Bring the original and a photocopy of an accepted identification card.

Among the IDs accepted by CSC are:

  • Driver’s License
  • Temporary Driver’s License under the applicable CSC/LTO conditions
  • Student Driver’s Permit
  • Passport
  • PRC License
  • SSS ID
  • GSIS ID or UMID
  • Voter’s ID or Voter’s Certification
  • BIR or Taxpayer ID with the required photo
  • PhilHealth ID that meets CSC requirements
  • Company or Office ID
  • School ID
  • Police Clearance with photo
  • Postal ID
  • Barangay ID
  • NBI Clearance
  • Seaman’s Book
  • HDMF Transaction ID
  • PWD ID
  • Solo Parent ID
  • Senior Citizen ID
  • CSC Eligibility Card
  • Philippine Identification or PhilID

CSC also recognizes qualifying versions of the ePhilID and Digital National ID, subject to verification. Digital TIN IDs may likewise be accepted under the applicable verification rules.

CSC says other IDs that are not included in its official list will not be accepted.

Interestingly, CSC also states that, as a last resort, an expired ID may be submitted during application provided its expiration date falls within calendar year 2026.

Still, if you have a current valid ID available, use that instead.

4. ₱500 Examination Fee

The Civil Service Exam application fee for the March 2027 CSE-PPT is:

₱500

This is the official examination fee stated in the CSC announcement.

Be careful with people offering to “reserve” or sell Civil Service Exam slots.

Coordinate directly with the appropriate CSC Regional or Field Office and follow only its official filing and payment procedures.

Additional Requirements for Some Applicants

Some applicants may need extra documents.

Birth Certificate

An original and photocopy of a birth certificate issued by the Philippine Statistics Authority or Local Civil Registry may be required if your identification card does not indicate your date of birth.

CSC also recognizes qualifying PSA E-Certificates, subject to verification.

Dual Citizens

Applicants with dual citizenship under Republic Act No. 9225 and other applicable cases involving recognition of Philippine citizenship may need to present an Identification Certificate issued by the Bureau of Immigration.

How to Apply for the Civil Service Exam 2027

This is where applicants need to pay particular attention.

There isn’t necessarily one identical application method for the entire Philippines.

CSC instructs applicants to coordinate with the Regional Office or Field Office covering the place where they intend to take the examination to determine the filing method and procedures applicable to that region.

Depending on the CSC office, this can involve an online registration or appointment system, personal appearance, document submission, or other regional procedures.

So don’t assume that an application procedure you saw for NCR, Region IV, Cebu, Davao, or another region automatically applies to your location.

My suggestion: prepare before November 2

If you plan to apply as soon as applications open, have these ready beforehand:

  • CS Form No. 100
  • Four compliant passport-size photos
  • Original accepted ID
  • Photocopy of your ID
  • ₱500 examination fee
  • Birth certificate, if applicable
  • Additional citizenship documents, if applicable

Also monitor the official page of the CSC Regional Office where you intend to take the exam.

Why You Should Apply Early

Normally, people look for a final deadline and think they still have plenty of time.

For the March 2027 Civil Service Exam, that’s not the best approach.

CSC’s official application schedule says:

November 2, 2026 until available slots have been filled, or until otherwise announced.

That means your preferred testing center could potentially stop accepting applicants even while other testing centers remain open.

Popular centers in Metro Manila and major cities are especially worth watching closely.

If you’re serious about taking the exam, I would have everything prepared before November 2.

These testing centers and slot allocations are taken from CSC’s official March 2027 examination announcement. CSC encourages applicants to contact the relevant Regional or Field Office to confirm available slots.

Testing Center vs. Actual School Assignment

Here’s something first-time takers should understand.

Your testing center is not necessarily the exact school or building where you’ll take the exam.

For example, choosing Manila, Quezon City, Bacoor, Cebu City, or Davao City tells CSC your examination area. Your specific school, room, and assignment are generally announced closer to the examination date through a separate CSC advisory.

So after your application has been accepted, continue monitoring CSC announcements.

Don’t simply show up somewhere in your chosen city on March 14.

Can You Transfer to Another Testing Center?

Possibly, but CSC doesn’t encourage applicants to choose a testing center casually and change it later.

Transfer requests may be considered only in extraordinary or meritorious circumstances, such as a change of residence or workplace that makes travel to the original testing center extremely difficult.

For the March 2027 exam, CSC says requests for transfer of testing center must be submitted no later than December 9, 2026.

The request should explain the reason, contain supporting evidence and include a copy of the Application Receipt.

Requests submitted after the deadline will not be accepted.

So choose your testing center carefully during application.

Civil Service Exam 2027 Coverage

The examination coverage differs slightly between Professional and Subprofessional levels.

General Information

Both levels include questions involving:

  • Philippine Constitution
  • Code of Conduct and Ethical Standards for Public Officials and Employees or Republic Act No. 6713
  • Peace and human rights issues and concepts
  • Environmental management and protection

Verbal Ability

Questions may cover:

  • Word meaning
  • Sentence completion
  • Error recognition
  • Sentence structure
  • Paragraph organization
  • Reading comprehension

These may be presented in English and Filipino.

Numerical Ability

Coverage includes:

  • Basic operations
  • Number sequences
  • Word problems

Professional Level – Analytical Ability

Professional examinees should also prepare for:

  • Word analogy
  • Symbolic logic and abstract reasoning
  • Identifying assumptions
  • Drawing conclusions
  • Data interpretation

Subprofessional Level – Clerical Ability

Subprofessional examinees should prepare for:

  • Filing
  • Spelling

CSC notes that it may subsequently issue amendments to the examination scope if necessary.

What Is the Passing Score?

To pass the Career Service Examination, you need a general rating of at least:

80.00

That applies to the CSE-PPT covered by the March 2027 announcement.

Don’t confuse this with simply getting 80% of every examination section correct. CSC reports a general examination rating based on its scoring process.

Your goal should simply be to answer as many questions correctly and efficiently as possible.

When Will Civil Service Exam 2027 Results Be Released?

CSC’s target release date for the March 14, 2027 Civil Service Exam results is:

May 11, 2027

The official List of Passers will be posted through CSC’s official channels.

CSC also emphasizes that the List of Passers published on the CSC website is the official result.

Individual examination ratings may subsequently be generated through the Online Civil Service Examination Result Generation System or OCSERGS, generally within the period specified by CSC after the results are posted.

What Happens If You Pass the Professional Exam?

If you pass the Professional level, you receive Career Service Professional Eligibility.

This is second-level eligibility.

It may qualify you for appropriate first-level and second-level positions in government, including certain executive and managerial positions, provided the position does not require a professional license or another specific eligibility.

You will still have to meet the education, training, experience, competency and other qualification standards for the actual position you’re applying for.

Passing the Civil Service Exam doesn’t automatically guarantee a government job, but it removes one of the major eligibility barriers for many government vacancies.

What Happens If You Pass the Subprofessional Exam?

Passing the Subprofessional examination results in Career Service Subprofessional Eligibility.

This is first-level eligibility and is generally applicable to clerical and other first-level positions that don’t require the practice of a licensed profession.

Do PRC Board Passers Still Need to Take the Civil Service Exam?

Not necessarily.

CSC notes that Bar examinations and PRC Board examinations are recognized as civil service examinations under Republic Act No. 1080.

This means qualified Bar and Board passers are already considered civil service eligibles and may choose not to take the Career Service Examination.

There are also special eligibilities available under various laws and CSC issuances, including certain honor graduates, barangay officials, barangay health workers and other qualified individuals.

So before applying, check whether you already possess an eligibility that could be used for the type of government position you’re targeting.

Can You Bring a Calculator?

No.

CSC specifically prohibits calculators of any type during the examination.

The prohibition also covers various electronic and wearable devices, including mobile phones, smartphones, smartwatches and other gadgets that could be used to record or transmit examination information.

When reviewing numerical ability questions, practice solving them manually.

What Applicants Should Do Before November 2

If you’re reading this before applications officially open, you’re actually in a good position.

You can prepare everything ahead of time instead of scrambling once slots start opening.

Here’s what I would do:

  1. Decide whether you’re taking Professional or Subprofessional.
  2. Choose your preferred testing center.
  3. Prepare an accepted valid ID.
  4. Photocopy your ID.
  5. Download and review CS Form No. 100.
  6. Have your four CSC-compliant passport photos taken.
  7. Prepare your ₱500 examination fee.
  8. Prepare a birth certificate or additional documents if required.
  9. Check the official CSC Regional Office handling your preferred testing center.
  10. Be ready to apply starting November 2, 2026.

The biggest mistake would be assuming you can simply wait until December or January.

There isn’t a guaranteed nationwide closing date because applications may stop once available slots are filled.

Civil Service Exam 2027 Guide (1)

Final Thoughts

For anyone planning to enter government service, November 2, 2026 is one date worth marking on your calendar.

That’s when applications officially open for the March 14, 2027 Civil Service Exam.

And unlike application periods with a firm closing date, this one comes with a little more urgency: CSC will continue accepting applicants only while examination slots are available or until another announcement is issued.

That means waiting isn’t necessarily an advantage.

Prepare your ID, photos, application form and ₱500 examination fee ahead of time. Decide which testing center is most convenient for you and monitor the announcements of the appropriate CSC Regional or Field Office.

If you get your slot, you’ll then have several months to focus on what really matters: preparing for the exam.

The first CSE-PPT of 2027 will be held on March 14, with results targeted for release on May 11.

Good luck to everyone taking the Civil Service Exam in 2027. Hopefully, this is the year you finally get that eligibility and move one step closer to the government career you’re aiming for.
