How to Apply for the Civil Service Exam 2027: Complete Step-by-Step Guide

If you’re planning to work in the Philippine government, taking the Civil Service Exam is one of the most common ways to earn the eligibility required for many government positions.

The good news is that the Civil Service Commission has already released the official examination calendar for 2027. That means applicants can start preparing their documents, choosing whether to take the Professional or Subprofessional level, and planning when to submit their applications.

For 2027, the Career Service Examination–Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels will be conducted twice: March 14 and August 8, 2027.

In this guide, I’ll walk you through how to apply for the Civil Service Exam 2027, including the application dates, qualifications, requirements, fees, registration process, and some important reminders before submitting your application.

Civil Service Exam 2027 Schedule

The Civil Service Commission officially announced the 2027 CSE-PPT calendar through Examination Announcement No. 05, s. 2026.

The CSC is targeting around 350,000 examination slots for each of the two CSE-PPT schedules.

One major thing to notice here is that the 2027 calendar does not provide a fixed closing date for the Professional and Subprofessional application periods. Instead, applications will be accepted continuously until the available examination slots are filled or until the CSC announces otherwise.

So if you already know that you want to take the exam, applying early is a very good practical move. In previous examinations, the CSC has specifically warned that applications may close before the announced deadline once a Regional or Field Office reaches its allotted number of applicants.

Important: Detailed 2027 Application Guidelines Are Still Coming

The CSC has already confirmed the dates above, but as of September 2026, the detailed examination announcement for the March 2027 CSE-PPT has not yet been released.

According to the CSC, a separate examination announcement will be published around three weeks before each application period begins. That announcement will contain the final testing centers, available slots, qualification requirements, documentary requirements, filing procedures, exam coverage and other instructions.

The requirements and procedures discussed below are based on the latest official CSE-PPT rules used by the CSC in 2026. Applicants should still check the 2027 announcement in case the CSC changes any requirement, fee or application procedure.

Who Can Take the Civil Service Exam?

Based on the latest CSC qualification requirements, applicants for the Career Service Examination must generally be Filipino citizens and at least 18 years old on the date they file their application.

Applicants must also be of good moral character and must not have been convicted by final judgment of certain offenses involving moral turpitude, dishonesty, examination irregularities, disgraceful or immoral conduct, drunkenness or drug addiction.

You must also not have been dishonorably discharged from military service or dismissed for cause from a civilian government position.

Another important rule involves previous Civil Service examinations. Under the latest guidelines, you cannot take the same level of the Career Service Examination within three months before the scheduled examination. You also cannot apply for a level that you have already passed through the CSE-PPT or another CSC examination mode.

Interestingly, the CSC’s current qualification requirements do not specify a college degree or a particular educational attainment. That means being a college graduate is not listed as a requirement for taking the CSE-PPT itself.

Keep in mind, however, that passing the Civil Service Exam does not automatically make someone qualified for every government job. Individual government positions can still have their own education, experience, training and other qualification requirements.

Professional vs. Subprofessional: Which One Should You Take?

Before applying, you need to choose between the Professional and Subprofessional levels.

The Professional level generally provides eligibility appropriate for first- and second-level government positions, provided you also meet the qualifications of the position.

The Subprofessional level is primarily associated with first-level positions.

If your long-term goal involves administrative, technical, supervisory or professional government positions that accept Career Service Professional Eligibility, applicants commonly choose the Professional examination.

The two examinations also differ in some parts of their coverage. Professional examinees encounter Analytical Ability questions, while the Subprofessional test includes Clerical Ability topics such as filing and spelling. Both levels include General Information, Verbal Ability and Numerical Ability.

Civil Service Exam 2027 Requirements

Until the specific 2027 examination announcement is released, applicants can use the most recent CSC requirements as their preparation checklist.

The latest CSE-PPT application required a properly accomplished CS Form No. 100, four identical passport-size photos, an accepted identification card and payment of the examination fee.

The passport photos have fairly specific requirements, so this is one part of the application that you should prepare carefully.

The photos must be Philippine passport size — 4.5 cm x 3.5 cm — colored, with a white background and taken within three months before filing.

Your face should be shown clearly without eyeglasses, colored contact lenses or accessories covering your facial features. The latest CSC guidelines also require the applicant to be photographed while holding a handwritten name tag containing the applicant’s signature over their printed full name.

This is different from simply typing your name onto the photo digitally.

What IDs Are Accepted?

The CSC maintains a specific list of identification cards that may be used when filing a Civil Service Exam application.

Under the latest guidelines, accepted identification may include a driver’s license, passport, PRC license, SSS ID, GSIS/UMID, voter ID or voter’s certification, BIR or taxpayer ID, PhilHealth ID, company ID, school ID, Postal ID, Barangay ID, NBI clearance, police clearance with picture, Seaman’s Book, HDMF/Pag-IBIG Transaction ID, PWD ID, Solo Parent ID, Senior Citizen ID, CSC Eligibility Card and the Philippine Identification or PhilID.

Applicants normally need to present the original ID together with a photocopy.

Because identification requirements can be updated, use the ID list in the specific 2027 CSC examination announcement as your final reference before filing.

Additional Requirements for Some Applicants

There are situations where the CSC may require additional documents.

For example, under the latest guidelines, applicants whose ID does not indicate their date of birth may need to provide an original and photocopy of their PSA or Local Civil Registry birth certificate.

Applicants with dual citizenship under Republic Act No. 9225 and certain applicants recognized as Filipino citizens may also be required to present an Identification Certificate issued by the Bureau of Immigration.

How Much Is the Civil Service Exam Fee?

For the latest CSE-PPT conducted in 2026, the examination fee was ₱500.

The CSC has not yet confirmed in its 2027 calendar announcement whether the fee will remain exactly the same for the 2027 examinations.

For that reason, applicants should treat ₱500 as the latest published fee rather than assuming that the amount cannot change.

The final fee should be confirmed once the individual 2027 examination announcement is released.

How to Apply for the Civil Service Exam 2027

Now let’s go through the actual application process.

Step 1: Decide Which Exam Schedule You Want

First, choose whether you want to take the March 14 or August 8, 2027 examination.

If you’re targeting March, applications begin on November 2, 2026.

If you’re targeting August, applications begin on May 10, 2027.

You shouldn’t wait too long after applications open because CSC examination slots are limited.

Step 2: Choose Professional or Subprofessional

Decide which level you want to take before filling out the application form.

Make sure you select the correct examination level because the Professional and Subprofessional examinations result in different Career Service eligibilities.

If you have already passed a particular level, you generally should not apply for the same level again under the current CSC rules.

Step 3: Check Your CSC Regional or Field Office

This step is especially important because the actual application system may vary depending on where you plan to take the examination.

For the August 2026 examination, for example, CSC offices used different application channels depending on the region. Some regions used CSC eServe, while others used the Online Civil Service Examination Application System or OCSEAS. Caraga used the Lingkod Bayani Kiosk arrangement.

That means you should not assume that one online registration website automatically applies to every applicant nationwide.

Wait for the official 2027 instructions from your CSC Regional or Field Office and follow the filing procedure assigned to your region.

Step 4: Secure an Application Slot or Appointment

Depending on your CSC office, you may first have to register online and reserve an appointment before appearing at the office or designated processing site.

For example, CSC Region V used CSC eServe for its August 2026 examination registration, with successful applicants choosing an appointment before submitting their application documents at the designated venue.

The exact procedure for your region in 2027 may be different.

This is why monitoring your specific CSC Regional Office is just as important as checking the national CSC announcement.

Step 5: Accomplish CS Form No. 100

The latest CSE-PPT application uses CS Form No. 100, Revised 2023, with separate versions for Career Service Professional and Career Service Subprofessional applicants.

The form can normally be obtained through CSC offices or downloaded from the Civil Service Commission.

The latest guidelines specify that the form may be printed on legal-size bond paper.

Fill it out carefully and make sure your information matches your identification documents.

Pay particular attention to your complete name, birth date, address and other personal information.

Step 6: Prepare Your Photos and Identification

Prepare your four passport-size photos according to CSC specifications.

Don’t simply submit an ordinary passport photo from your phone or an old studio picture. CSC photo requirements are quite specific, particularly when it comes to the handwritten name tag, photo size, white background and date when the photograph was taken.

You should also prepare both the original and photocopy of your accepted ID.

Depending on the CSC’s 2027 procedures, this may involve online registration followed by personal document submission, an appointment system or another regional application arrangement.

The CSC has repeatedly advised applicants to use its official website and official CSC communication channels when checking examination information.

Step 10: Prepare for Exam Day

Once your application is complete, you can shift your attention to reviewing.

Based on the latest examination coverage, both Professional and Subprofessional examinees should expect questions involving verbal ability, numerical ability and general information.

Professional examinees also take Analytical Ability, while Subprofessional examinees take Clerical Ability.

General Information covers areas including the Philippine Constitution, the Code of Conduct and Ethical Standards for Public Officials and Employees, peace and human rights concepts, and environmental management and protection.

Under the latest CSC guidelines, an examinee needs a general rating of at least 80.00 to pass.

Can You Apply for the Civil Service Exam Online?

Partly, depending on your region.

One common misconception is that there is a single nationwide online application procedure where everyone registers, pays and completes the entire application from home.

In practice, the CSC has used different systems across its Regional Offices.

Some regions have used CSC eServe, while others have used OCSEAS, and applicants may still need to appear personally to submit or verify documents.

For the 2027 examinations, wait for your Regional Office to announce its specific application process.

Where Can You Take the Civil Service Exam?

Testing centers are established throughout the country.

For the August 2026 examination, for example, CSC designated testing centers across Luzon, Visayas, Mindanao, NCR, CAR, Caraga and BARMM. These included locations such as Quezon City, Manila, Pasay, Taguig, Imus, Batangas City, Cebu City, Iloilo City, Bacolod City, Davao City, Cagayan de Oro City, Baguio City and many others.

However, don’t assume that the exact same testing centers will automatically be used in 2027.

The CSC specifically says that its individual examination announcement will identify the testing centers and examination slots for each scheduled test.

Do You Need to Be a College Graduate?

Based on the latest published qualification requirements, a college degree is not listed as a requirement for taking the Career Service Examination.

The basic admission requirements focus on citizenship, age, moral character and other eligibility conditions.

But this doesn’t mean that passing the exam automatically qualifies you for every government position.

A particular government vacancy may require a bachelor’s degree, specific training, work experience or a professional license in addition to civil service eligibility.

Think of the Civil Service Exam as one qualification that can help open government employment opportunities rather than a guarantee of appointment.

Can College Students Take the Civil Service Exam?

The latest CSC qualifications require applicants to be at least 18 years old when filing the application, but they do not specify that an applicant must already be a college graduate.

So a student who meets the CSC admission requirements may generally apply.

Again, the applicant should check the final 2027 examination announcement in case the CSC introduces any changes.

Can High School Graduates Take the Civil Service Exam?

The current qualification rules likewise do not list a bachelor’s degree as an admission requirement.

What matters for the examination itself is whether you meet the CSC’s eligibility requirements.

Government jobs, however, have their own qualification standards. Some positions may accept high school graduates, while others may require college education or professional credentials.

Can You Take the Professional Exam Without Taking Subprofessional First?

Yes. The Professional examination is not something you have to “unlock” by passing the Subprofessional level first.

Applicants who meet the qualification requirements can apply directly for the Professional CSE-PPT.

You do not need to pass Subprofessional before taking Professional.

Is the Civil Service Exam Hard?

The CSE-PPT covers several areas, which is why preparation matters.

For many examinees, the challenge isn’t necessarily one extremely difficult subject. It’s answering different types of questions correctly while working within the examination time limit.

Your review should therefore include not only memorizing facts but also practicing reading comprehension, grammar, vocabulary, numerical problems and reasoning questions.

Professional examinees should spend additional time on analytical reasoning and data interpretation, while Subprofessional applicants should also review clerical concepts.

What Happens If You Pass?

Those who pass may be granted the corresponding Career Service eligibility.

The purpose of the CSE-PPT is to establish a Register of Eligibles that government agencies may use when filling appropriate first- and second-level positions, subject to the other qualification requirements of each position.

Passing the exam doesn’t automatically give you a government job, but it removes an important eligibility barrier for many positions.

You can then start looking for vacancies where your education, experience, training and Civil Service eligibility match the qualification standards.
