Teacher Salary Grade 2027: Updated DepEd Teacher Salary Table

Public school teachers are getting another salary adjustment in 2027.

And this one is important because it is the fourth and final scheduled tranche of the updated government salary schedule under Executive Order No. 64, series of 2024.

For a Teacher I, the basic monthly salary at Salary Grade 11, Step 1 will increase from ₱31,705 in 2026 to ₱33,387 in 2027.

Teacher II, Teacher III and the newer Teacher IV to Teacher VII positions will also move to the corresponding 2027 salary rates, along with Master Teacher positions.

So how much will DepEd teachers actually earn in 2027?

Let’s break everything down.

This guide covers the updated salary grades for Teacher I to Teacher VII, Master Teacher I to V, all eight salary steps, the 2027 salary increase, how salary steps work and some of the allowances and benefits public school teachers may receive on top of their basic salary.

The figures below refer to monthly basic salary, not take-home pay.

Teacher Salary Increase 2027: What Is Changing?

The 2027 increase comes from Executive Order No. 64, signed on August 2, 2024.

EO 64 created a new salary schedule for civilian government employees to be implemented in four stages:

2024 – First Tranche
2025 – Second Tranche
2026 – Third Tranche
2027 – Fourth and Final Tranche

For national government agencies, the fourth tranche is scheduled to take effect on January 1, 2027. The Department of Budget and Management is already directing agencies to use the fourth-tranche schedule when computing authorized basic salaries for the FY 2027 budget.

Public school teachers employed by the Department of Education fall within the national government’s civilian personnel compensation system.

DBM said the 2027 adjustment translates to an average increase of around 5 percent in monthly compensation for government workers, although the exact percentage varies depending on salary grade and step.

Teacher I Salary in 2027

Let’s start with the position most people search for.

Teacher I remains Salary Grade 11.

At Step 1:

2026 basic salary: ₱31,705 per month
2027 basic salary: ₱33,387 per month

That’s an increase of:

₱1,682 per month

or about 5.3 percent.

DBM specifically confirmed the ₱33,387 monthly Step 1 salary for Teacher I in its September 2026 discussion of the proposed 2027 DepEd budget.

But not every Teacher I will necessarily receive exactly ₱33,387.

That’s because Salary Grade 11 has eight salary steps.

A Teacher I already at a higher step will have a higher monthly basic salary.

DepEd Teacher Salary Grade 2027 Table

Under DepEd’s expanded career progression structure, teaching positions now run from Teacher I through Teacher VII before moving into the Master Teacher career line.

The authorized position-to-salary-grade structure includes Teacher I at SG 11, Teacher II at SG 12, Teacher III at SG 13, Teacher IV at SG 14, Teacher V at SG 15, Teacher VI at SG 16, Teacher VII at SG 17 and Master Teacher positions beginning at SG 18.

Here are the 2027 monthly basic salary rates.

Quick 2027 DepEd Teacher Salary Table

If you only want the starting or Step 1 rate, here’s the shorter version:

Master Teacher VSG 22₱85,431

The salary-grade assignments come from DepEd’s authorized teaching-position structure, while the monetary rates follow the fourth-tranche schedule under EO 64.

Why Are There Now Teacher IV, V, VI and VII Positions?

This is one of the biggest changes in the teaching career structure.

For years, many public school teachers were familiar with a much shorter progression:

Teacher I
Teacher II
Teacher III
Master Teacher I

That created a significant gap.

A teacher could spend many years in the classroom without having enough intermediate positions available for promotion.

DepEd’s Expanded Career Progression system added additional classroom-teaching levels.

The teaching career line now includes:

Teacher I – SG 11
Teacher II – SG 12
Teacher III – SG 13
Teacher IV – SG 14
Teacher V – SG 15
Teacher VI – SG 16
Teacher VII – SG 17
Master Teacher I – SG 18

From Master Teacher I, qualified teachers can continue advancing through the teaching career line or pursue the school-administration track under the expanded system.

This is important because career advancement no longer requires such a large jump between Teacher III and Master Teacher I.

Teacher IV Salary 2027

Teacher IV is Salary Grade 14.

The 2027 monthly salary ranges from:

Step 1: ₱40,505
Step 8: ₱43,243

This is one of the newer classroom-teaching positions introduced as part of DepEd’s expanded career progression.

Teacher V Salary 2027

Teacher V is Salary Grade 15.

The monthly basic salary ranges from:

Step 1: ₱44,148
Step 8: ₱47,172

Teacher VI Salary 2027

Teacher VI is Salary Grade 16.

The monthly salary ranges from:

Step 1: ₱47,829
Step 8: ₱51,154

Teacher VII Salary 2027

Teacher VII is Salary Grade 17.

The monthly basic salary ranges from:

Step 1: ₱51,877
Step 8: ₱55,536

After Teacher VII, the next position in the current classroom teaching career structure is Master Teacher I at Salary Grade 18.

Master Teacher Salary Grade 2027

The Master Teacher career line provides considerably higher basic salaries.

Master Teacher I starts at ₱56,332 per month.

Master Teacher II starts at ₱61,916.

Master Teacher III starts at ₱69,138.

Master Teacher IV starts at ₱76,594.

Master Teacher V starts at ₱85,431.

At Step 8, a Master Teacher V under SG 22 reaches a basic monthly salary of ₱93,930 under the 2027 schedule.

And remember: these are basic salary figures alone.

Eligible benefits and allowances are separate.

How Do Salary Steps Work?

This part confuses a lot of people.

A salary grade determines the general pay level attached to a government position.

The salary step determines where an employee falls inside that salary grade.

For example, Teacher I is SG 11.

But two Teacher I employees can receive different basic salaries if one is at Step 1 and another is at Step 5.

Under the 2027 table:

Teacher I Step 1: ₱33,387
Teacher I Step 5: ₱34,378
Teacher I Step 8: ₱35,292

A step increment is an increase from one step to another within the same salary grade.

Civil Service Commission rules define step increments as salary increases granted in recognition of meritorious performance and/or length of service.

Under existing government rules, a qualified employee may generally receive one step increment for every three years of continuous satisfactory service in the present position, subject to the applicable CSC-DBM rules.

That means salary grade and salary step are not the same thing.

A promotion can move you to another position and salary grade.

A step increment moves you within the same salary grade.

Is ₱33,387 the Take-Home Pay of Teacher I?

No.

This is one of the most important things to understand when reading government salary tables.

₱33,387 is the gross monthly basic salary for a Teacher I at SG 11, Step 1.

It is not necessarily the amount that will appear in the teacher’s bank account after payroll deductions.

Actual take-home pay can be lower because of deductions such as:

GSIS contributions

PhilHealth contributions

Pag-IBIG contributions

Withholding tax, when applicable

Loan payments

Other authorized deductions

At the same time, a teacher can also receive allowances, bonuses and benefits separately from basic salary.

So don’t compare a salary-table number directly with someone’s payslip without considering everything else.

₱10,000 Annual Teaching Allowance

The Teaching Allowance is separate from monthly basic salary.

Republic Act No. 11997, or the Kabalikat sa Pagtuturo Act, institutionalized the allowance for qualified public school teachers.

The law provided:

₱5,000 for School Year 2024-2025

₱10,000 beginning School Year 2025-2026 and succeeding school years

The allowance is intended for teaching supplies and materials, incidental expenses and expenses related to learning-delivery modalities.

The law also states that the Teaching Allowance is not subject to income tax.

So unless the law is subsequently amended, qualified teachers continue to be entitled to the ₱10,000 allowance in 2027.

DBM’s proposed 2027 budget provides ₱10.36 billion for the teaching allowance, covering roughly 1.036 million teaching and teaching-related positions.

Medical Allowance of Up to ₱7,000

Government civilian employees, including qualified public school teachers, also have a medical allowance of up to ₱7,000 annually.

The benefit was introduced under EO 64 to help subsidize HMO-type health benefits.

For the proposed 2027 budget, DBM has included ₱7.30 billion for medical allowance for qualified civilian personnel under DepEd.

Again, this is separate from basic monthly salary.

₱2,000 Monthly PERA

Eligible civilian government employees stationed in the Philippines are also covered by the Personnel Economic Relief Allowance or PERA.

The established rate is:

₱2,000 per month

PERA is a separate allowance and is not included in the basic salaries shown in the Teacher Salary Grade table. DBM rules identify the ₱2,000 monthly PERA as a standard government allowance for qualified personnel.

So a Teacher I receiving a ₱33,387 monthly basic salary should not interpret that number as including the ₱2,000 PERA.

They are separate compensation components.

Special Hardship Allowance

Some teachers may also qualify for the Special Hardship Allowance.

This is not given automatically to every public school teacher.

It generally applies to qualified teachers assigned to hardship posts or working under circumstances covered by applicable DepEd and DBM rules.

DBM’s proposed 2027 budget includes about ₱5.80 billion for Special Hardship Allowance.

Because eligibility depends on assignment and applicable guidelines, it shouldn’t simply be added to every teacher’s expected salary.

Teaching Overload Honoraria

Teachers who perform qualifying teaching work beyond their regular load may also be entitled to overload compensation under applicable rules.

DBM has proposed approximately ₱648.10 million for teaching overload honoraria in the 2027 DepEd budget.

Again, this isn’t an automatic fixed benefit received by every teacher.

Eligibility and actual amounts depend on the applicable guidelines and work performed.

Mid-Year and Year-End Bonuses

Government employees may also receive bonuses subject to applicable government rules and eligibility requirements.

These are different from regular monthly basic pay.

For example, government compensation policies provide for mid-year and year-end bonuses for qualified employees, typically linked to basic monthly salary and subject to conditions.

There are also other incentives that may be authorized for particular years.

Because some incentives depend on annual government issuances, funding and eligibility requirements, it’s better not to automatically assume that every incentive paid in 2026 will be paid at exactly the same rate in 2027.

Always check the current DBM and DepEd guidelines when the payment period arrives.

Teacher Salary Example: Teacher I in 2027

Let’s make the numbers easier to understand.

Suppose a newly appointed public school teacher is classified as:

Teacher I
Salary Grade 11
Step 1

The basic monthly salary under the 2027 schedule is:

₱33,387

Annual basic salary before bonuses and other compensation would be:

₱33,387 × 12 = ₱400,644

The teacher may separately qualify for benefits such as:

₱2,000 monthly PERA

₱10,000 annual Teaching Allowance

up to ₱7,000 annual Medical Allowance

applicable bonuses and incentives

other benefits for which the teacher qualifies

But don’t simply add all possible benefits and call that the teacher’s guaranteed salary.

Some benefits have specific qualifications, payment schedules and conditions.

And deductions still apply.

Does the 2027 Increase Apply to Private School Teachers?

No—not through this salary grade table.

The Salary Grade system discussed here applies to government personnel, including DepEd public school teachers.

Private school teachers are employed by private educational institutions and are not automatically paid according to the government’s Salary Grade 11 to 33 schedule.

Their salaries are governed by their employment arrangements and applicable labor and education rules.

So when you see:

“Teacher I – Salary Grade 11 – ₱33,387”

that refers to the government Teacher I position.

It is not a nationwide minimum salary for every teacher in the Philippines.

Are Teacher Salaries the Same Everywhere in the Philippines?

For national government DepEd positions, salary grades follow the national government compensation schedule.

That means a Teacher I plantilla position remains SG 11 whether the teacher is assigned in Luzon, Visayas or Mindanao.

However, actual compensation can still differ because individual employees may be at different salary steps or qualify for different allowances.

For example, a teacher in a recognized hardship assignment may receive a benefit that another teacher does not.

So two teachers with the same position title can still have different total compensation.

What About Special Science and Special Needs Education Teachers?

DepEd’s authorized position structure also includes parenthetical classifications for specialized teaching assignments.

Examples include positions such as:

Teacher III – Special Science Teacher I

Teacher IV – Special Needs Education Teacher I

Teacher V – Special Needs Education Teacher II

Teacher VI – Special Needs Education Teacher III

Teacher VII – Special Needs Education Teacher IV

There are also Special Needs Education classifications within Master Teacher positions.

These positions generally follow the salary grade attached to the corresponding authorized teacher rank.

For example, a position classified at SG 14 follows the 2027 SG 14 salary schedule.

What About School Principals?

School administrators have a separate career line.

Under DepEd’s current expanded career progression structure, the school administration line includes:

School Principal I – SG 19

School Principal II – SG 20

School Principal III – SG 21

School Principal IV – SG 22

These correspond to the same salary-grade rates used throughout the national government salary schedule.

That means their 2027 Step 1 basic salaries would correspond to:

School Principal I – ₱61,916

School Principal II – ₱69,138

School Principal III – ₱76,594

School Principal IV – ₱85,431

The Expanded Career Progression framework also contemplates higher career levels, subject to the required classification and DBM authorization.

More Teachers Could Move Up the Career Ladder

The salary table is only one part of what’s happening with teacher compensation.

DepEd is also implementing the Expanded Career Progression system.

DBM’s proposed 2027 budget contains ₱12.09 billion for the program and says the funding is intended to support 135,063 position reclassifications.

The goal is to create more opportunities for teachers to move beyond the traditional Teacher I, II and III structure without having to leave classroom teaching.

This is especially significant for teachers who have spent years in Teacher I positions while waiting for limited promotion opportunities.

However, the ₱12.09-billion figure is part of the proposed FY 2027 national budget as of September 2026. The final amount can still depend on the enacted General Appropriations Act.

That’s different from the fourth-tranche salary schedule itself, which was already established under EO 64.

Is the 2027 Teacher Salary Increase Already Confirmed?

The fourth tranche itself is already provided for under EO 64.

EO 64 expressly schedules the fourth tranche for January 1, 2027.

DBM’s FY 2027 budget preparation guidelines also instruct agencies to use the fourth-tranche salary schedule when calculating authorized basic salaries.

What may still come later is the specific DBM implementing circular for the fourth tranche.

For comparison, DBM issued National Budget Circular No. 601 in January 2026 to implement the third tranche.

So by late 2026 or early 2027, government employees should still watch for the corresponding DBM guidelines covering implementation of the final tranche.

Is This Really “Salary Standardization Law VI”?

You’ll sometimes see the 2024-2027 increases described online as:

SSL VI

or Salary Standardization Law VI.

That term has become common online, but it’s worth being precise.

The legal instrument that established the current 2024-2027 salary schedule is Executive Order No. 64, series of 2024.

So if you’re looking for the official basis for the 2027 rates, search for:

Executive Order No. 64, s. 2024

rather than relying only on articles referring to “SSL VI.”

Teacher Salary Grade 2027

Teacher Salary Grade 2027 Summary

For public school teachers, 2027 brings the final salary tranche under EO 64.

A Teacher I at Step 1 moves to ₱33,387 per month.

Teacher II starts at ₱35,650.

Teacher III starts at ₱37,828.

And because of the expanded career progression system, teachers now have additional classroom levels from Teacher IV through Teacher VII before entering the Master Teacher career line.

At the upper end of the table covered in this guide, a Master Teacher V starts at ₱85,431 and can reach ₱93,930 at Step 8.

The most important thing to remember is this:

Salary grade is only one part of a teacher’s compensation.

Your actual salary depends on both your position and salary step.

Your take-home pay is different from your gross basic salary.

And allowances should not automatically be added unless you actually qualify for them.

But for anyone trying to understand where public school teacher salaries are heading in 2027, the direction is now clear.

The fourth tranche takes effect on January 1, 2027, bringing Teacher I’s starting basic salary above ₱33,000 and extending the new salary structure across DepEd’s expanded teaching career ladder.
