Philippine Airlines (PAL) has embarked on a new journey connecting Cebu to Laoag, with its inaugural flight landing at Laoag International Airport on December 15. This new domestic route, operating twice a week on Tuesdays and Fridays, is expected to boost tourism, business, and leisure activities between the two regions.
Flight PR 2251 departs from Cebu at 7:35 a.m. and arrives in Laoag at 10:05 a.m. The return journey, Flight PR 2252, departs from Laoag at 10:25 a.m., reaching Cebu at 12:35 p.m. This schedule offers convenient morning travel times for both business and leisure travelers.
The establishment of this route is a strategic move initiated by the Ilocos Norte provincial government. Governor Matthew Marcos Manotoc, in collaboration with the province’s Tourism Office, has worked closely with PAL and Cebu officials to make this initiative a reality. This collaboration stems from a sisterhood agreement signed in 2013 between Cebu and Ilocos Norte, aimed at fostering stronger ties in tourism, agriculture, renewable energy, and investment sectors.
Upon the flight’s arrival, Governor Manotoc welcomed passengers with an enthusiastic program, expressing his excitement and gratitude for this significant development.
“We are grateful to Philippine Airlines for this partnership, and we know that both of us will do everything we can to make sure this route is not only sustainable but also accessible for the benefit of both provinces of Cebu and Ilocos Norte,” Manotoc said.

Marking the inaugural flight, the first batch of passengers, including local officials, tourism stakeholders, and Cebu-based influencers, were treated to a mini-Himala sa Buhangin! Arts and Music Festival at the Ilocos Norte Sand Dunes in Paoay. This cultural celebration highlights the potential for increased cultural exchange and tourism growth from this new air link.
