The Civil Service Commission has already released the official calendar for the 2027 Career Service Examination – Pen and Paper Test or CSE-PPT, including the examination dates and the opening of applications.
And if you’re thinking, “Application pa naman, marami pang time,” here’s something worth knowing early:
Civil Service Exam slots can fill up quickly.
For 2027, CSC has even changed the application system from the usual fixed closing date to a continuous application period until available slots are filled or until CSC announces otherwise.
So preparing your documents ahead of time can make a big difference.
This guide covers the Civil Service Exam 2027 requirements, qualifications, ID photo specifications, accepted IDs, application form, examination fee, Professional vs. Subprofessional levels, application process and the complete checklist you should prepare before filing.
One important note before we continue:
As of September 18, 2026, CSC has already announced the 2027 examination calendar, but the detailed examination announcement for the March 2027 CSE-PPT has not yet been released.
CSC says the specific announcement containing the final qualification requirements, documentary requirements, testing centers, filing procedure and other details will be issued approximately three weeks before the application period begins.
The documentary checklist in this guide therefore uses the latest official requirements for the August 2026 CSE-PPT as the current basis. Applicants should still check the 2027 announcement once CSC releases it in case anything changes.

Civil Service Exam 2027 Schedule
There will be two regular Career Service Examinations for Professional and Subprofessional levels in 2027.

CSC officially announced these dates through Examination Announcement No. 05, Series of 2026.
Here’s an important change.
Unlike previous schedules that listed both an opening date and a fixed application deadline, CSC says applications for both 2027 CSE-PPT examinations will continue until available examination slots are filled or until the Commission announces otherwise.
That makes applying early even more important.
March 2027 Civil Service Exam
The first CSE-PPT for 2027 will be held on:
March 14, 2027 – Sunday
Applications officially begin on:
November 2, 2026
CSC has allocated a target of 350,000 examination slots nationwide.
The target release of results is May 11, 2027.
August 2027 Civil Service Exam
If you can’t take the March examination, you’ll have another opportunity later in the year.
The second CSE-PPT is scheduled for:

Applications begin on:

Another 350,000 slots are targeted, with results scheduled for release on October 5, 2027.
What Is the Civil Service Exam?
The Civil Service Examination is one of the ways Filipinos can obtain civil service eligibility for employment in the Philippine government.
The regular CSE-PPT is offered at two levels:
Career Service Professional
and
Career Service Subprofessional.
Passing the Professional examination results in Career Service Professional Eligibility, while passing the Subprofessional examination results in Career Service Subprofessional Eligibility.
The Professional eligibility is appropriate for first-level clerical positions as well as second-level technical, professional, executive and managerial government positions that do not involve the practice of a profession and are not covered by special laws.
The Subprofessional eligibility is generally appropriate for first-level clerical positions.
Who Can Take the Civil Service Exam in 2027?
Based on CSC’s latest official CSE-PPT admission requirements, applicants must satisfy several basic conditions.
You must be:
- A Filipino citizen
- At least 18 years old on the date you file your application
- Of good moral character
- Not convicted by final judgment of certain offenses or crimes specified by CSC
- Not dishonorably discharged from military service
- Not dismissed for cause from a civilian government position
- Compliant with CSC’s three-month prohibition on retaking the same level of examination
- Someone who has not already passed the same level of the Career Service Examination being applied for
These were the qualification requirements for the latest August 2026 CSE-PPT.
CSC will confirm whether these remain unchanged in the specific 2027 examination announcement.
Minimum Age: You Must Be At Least 18
This requirement sometimes causes confusion.
CSC requires applicants to be at least 18 years old on the date they file their application—not simply by the time the examination happens.
Under the latest rules, an applicant who is later discovered to have been under 18 when the application was filed may be disqualified. If the person has already taken the examination before the violation is discovered, the examination may be cancelled.
So if you’re turning 18 close to the application period, check your filing date carefully.
Do You Need to Be a College Graduate?
No bachelor’s degree requirement appears in the regular CSE-PPT qualifications.
This is one of the biggest misconceptions about the Civil Service Exam.
The latest CSC admission requirements do not require you to be a college graduate to take either the Professional or Subprofessional CSE-PPT. The official application form itself accommodates applicants whose highest educational attainment may be high school or senior high school, technical/vocational education, college or postgraduate education.
That means a college student, senior high school graduate or another qualified applicant may take the examination provided all CSC admission requirements are satisfied.
However, passing the Civil Service Exam does not automatically qualify you for every government position.
Individual government jobs still have their own education, training, experience, eligibility and competency requirements.
Civil service eligibility is only one part of those qualification standards.
Can College Students Take the Civil Service Exam?
Yes.
CSC does not require applicants for the regular CSE-PPT to have completed a college degree.
If you’re currently in college and you’re already at least 18 years old when you apply, you may take the examination as long as you meet all the other admission requirements.
In fact, some students take the Professional examination before graduating so they already have eligibility when they begin applying for government positions later.
Professional or Subprofessional: Which Should You Take?
If you qualify to take either one, many applicants choose the Professional level because it results in broader eligibility.
Career Service Professional Eligibility is considered second-level eligibility and is also appropriate for first-level positions.
Career Service Subprofessional Eligibility, on the other hand, is first-level eligibility intended for first-level clerical positions.
There is no requirement that you pass Subprofessional first before taking Professional.
They are separate examinations.
So you can apply directly for the Professional level even if you have never taken the Subprofessional exam.
Civil Service Exam 2027 Complete Application Checklist
Now let’s get to the most important part.
Based on the most recent official CSE-PPT requirements, applicants should prepare the following:
- CS Form No. 100, Revised 2023
- Four identical passport-size ID photos that meet CSC specifications
- Original and photocopy of an accepted valid ID
- ₱500 examination fee under the latest 2026 rules
- Birth certificate, if applicable
- Identification Certificate from the Bureau of Immigration, if applicable
- Any additional documents required by your CSC Regional or Field Office
The ₱500 examination fee and these documentary requirements come from the August 2026 examination announcement.
Because CSC has not yet issued the specific March 2027 examination announcement as of September 18, 2026, the final 2027 fee and documentary list should still be verified when that announcement is released.
Let’s go through each requirement.
1. CS Form No. 100 – Civil Service Examination Application Form
The standard application form is:

There are separate versions for:
Career Service Professional
and
Career Service Subprofessional.
CSC states that the form may be obtained from a CSC Regional or Field Office or downloaded from the official CSC website. Under the latest instructions, the printed form may be reproduced using legal-size bond paper.
Be careful when downloading forms from random websites.
The safest option is always the CSC website.
The form itself is free.
CSC’s official form explicitly states that it is not for sale and may be reproduced.
How to Fill Out CS Form No. 100
Complete all required fields.
The official form instructs applicants not to leave required items blank. When an item does not apply to you, indicate “N/A” instead.
Information requested includes:
Personal information
Birth details
Citizenship
Mother’s maiden name
Permanent mailing address
Contact information
Educational attainment
Government employment information, if applicable
Previous examinations or civil service eligibility
Read everything carefully before signing.
Try to make sure your name, birth date and other identifying details match your official ID and other documents.
2. Four Identical Passport-Size ID Pictures
This is probably the requirement most likely to cause unnecessary problems.
Not every passport-size photo automatically qualifies.
Under the latest CSE-PPT rules, applicants need four identical photos with very specific requirements.
The pictures must be:
Philippine passport size: 4.5 cm × 3.5 cm
Colored
With white background
Taken within three months before filing your application
Printed on good-quality photo paper
Taken from shoulder level upward
Taken with the head and face occupying at least 80% of the image
Taken in bare face
Showing both left and right ears
Full-face view directly facing the camera
With a neutral facial expression
With both eyes open
The photo should not be computer-enhanced.
Don’t Wear Eyeglasses in Your Civil Service ID Photo
CSC specifically says the photo should show the applicant in bare face.
That means no eyeglasses.
Also prohibited are colored contact lenses, bandanas and other accessories that obscure facial features.
For Muslim women wearing a head covering, CSC’s latest instruction allows the head covering to remain, but the forehead and both ears must be visible.
Your Photo Needs a Hand-Held Name Tag
This is another detail people sometimes miss.
Your ID photo must include a hand-held name tag.
The name tag must show your handwritten signature over your printed full name.
CSC’s required name format includes:
Given Name/s
Middle Initial, if any
Last Name
Extension Name, if any
The name tag cannot simply be digitally added to the image.
CSC explains that “hand-held” means you must actually have your picture taken while holding the name tag.
The tag should appear approximately one inch or 2.54 centimeters below the chin.
So when you go to a photo studio, don’t just say:
“Passport size po.”
Tell them it’s specifically for a Civil Service Exam application.
Better yet, bring CSC’s current photo specifications with you.
3. Original and Photocopy of an Accepted ID
CSC requires applicants to present both the original and a photocopy of an accepted identification card or document.
Based on the latest CSE-PPT announcement, accepted IDs include:
- Driver’s License
- Temporary Driver’s License under the applicable CSC/LTO conditions
- Student Driver’s Permit
- Passport
- PRC License Card
- SSS ID
- GSIS ID or UMID
- Voter’s ID or Voter’s Certification
- BIR or Taxpayer ID with the required photograph
- PhilHealth ID meeting CSC’s specifications

CSC also recognizes certain digital forms of identification, including the Digital National ID subject to verification through the government’s National ID Check system.
Can You Use a National ID?
Yes.
Under the latest CSC requirements, the Philippine Identification or PhilID is accepted.
This includes the PVC PhilID and ePhilID. The Digital National ID may also be accepted subject to verification through the official National ID Check facility.
Can You Use a School ID?
Yes.
A school ID is included in CSC’s current list of accepted identification cards for CSE-PPT application purposes.
This is especially useful for college students who may not yet have a driver’s license, passport or other government-issued photo ID.
Can You Use a Barangay ID?
Under the latest 2026 CSE-PPT rules, yes.
Barangay ID is among CSC’s accepted IDs.
Again, make sure to check the 2027 examination announcement once released in case the list changes.
Can You Just Show a Photo of Your ID on Your Phone?
Don’t depend on that.
CSC requires the original identification card or applicable accepted digital credential together with the required photocopy.
The safest approach is to bring the physical original if you have one.
Remember:
This isn’t the day to discover that your screenshot doesn’t count.
4. Examination Fee
The latest official CSE-PPT examination fee is:
₱500
This was the amount required for the August 2026 Professional and Subprofessional CSE-PPT.
The final fee for the 2027 examination will be confirmed in CSC’s specific 2027 examination announcement.
Until that document is released, ₱500 is the latest official amount available—not something that should yet be described as absolutely guaranteed for 2027.
5. Birth Certificate – Only If Applicable
Not everyone is required to bring a birth certificate.
Under the latest CSC rules, you need an original and photocopy of a birth certificate issued by either the Philippine Statistics Authority or Local Civil Registry when your submitted ID does not contain your date of birth.
If your accepted ID already clearly displays your date of birth, this additional document generally isn’t required under the latest announcement.
Still, bringing a copy as backup isn’t a bad idea if you’re uncertain about your documentation.
6. Requirements for Dual Citizens
Applicants holding dual citizenship under Republic Act No. 9225 may take the Civil Service Examination provided they comply with the requirements.
Under the latest CSE-PPT rules, these applicants must present the applicable Identification Certificate issued by the Bureau of Immigration, together with the other required application documents.
The same applies to applicants recognized as Philippine citizens under the applicable provision of Article IV of the 1987 Constitution.

How to Apply for the Civil Service Exam 2027
Here’s another area where applicants need to pay attention.
There isn’t necessarily one identical filing process throughout the Philippines.
During the August 2026 application period, CSC Regional Offices used several systems.
Some used CSC eServe.
Others used the Online Civil Service Examination Application System or OCSEAS.
Caraga used its Lingkod Bayani Kiosk system.
For example, the Bicol Region instructed August 2026 applicants to register through CSC eServe and then submit their generated application form and requirements according to the appointment process.
CSC specifically tells applicants to coordinate with the Regional or Field Office where they intend to take the examination for the applicable filing procedure.
So don’t assume that the application process your friend used in Cebu will necessarily be identical to the process you’ll use in Cavite, Pampanga, Davao or Metro Manila.
Step 1: Decide Between Professional and Subprofessional
Choose your examination level before completing your application form.
If your goal is broader government employment opportunities and you’re comfortable taking the more advanced exam, Professional is generally the more versatile eligibility because it covers both appropriate first-level and second-level positions.
Subprofessional eligibility applies primarily to first-level clerical positions.
Step 2: Choose Your Testing Area
CSC will announce the official testing centers for each 2027 examination in the specific examination announcement.
Don’t rely entirely on the previous year’s testing center list.
Locations can be added, removed or adjusted depending on demand and logistics.
CSC has specifically said the upcoming detailed 2027 announcements will contain the testing centers and number of available slots.
Step 3: Check Your Regional Office’s Application System
Once applications open, visit the official CSC Regional Office announcement covering the area where you want to take the examination.
Find out whether your region is using:
CSC eServe
OCSEAS
Another authorized CSC application or appointment system
or another region-specific filing procedure.
Follow that regional process.
Step 4: Secure Your Slot Early
This may be one of the most important tips for the 2027 exam.
The March 2027 application period opens on November 2, 2026, while the August application starts May 10, 2027.
CSC says applications will be accepted continuously until the available slots have been filled or until otherwise announced. Each examination has a nationwide target of 350,000 slots.
So technically there may not be a traditional nationwide “deadline” to wait for.
Your effective deadline could be the day your chosen testing area runs out of slots.
Don’t procrastinate.
Step 5: Submit Your Requirements
Follow your Regional or Field Office instructions regarding online registration, appointment setting, personal appearance and submission.
Prepare your documents before opening day if possible.
Imagine finally getting an appointment slot and then discovering that your photo doesn’t meet CSC specifications.
That’s exactly the kind of problem you can avoid by preparing now.
Step 6: Keep Your Application Receipt
Once your application is approved, keep your application receipt and other documents provided by CSC.
The latest CSC rules also require the application receipt when an applicant later requests a transfer of testing center due to an approved extraordinary or meritorious reason.
Don’t throw anything away just because the application stage is finished.
Can You Take the Exam Again If You Failed Before?
Yes.
Failing a previous Civil Service Exam does not prevent you from trying again.
However, CSC has a three-month rule.
Under the latest requirements, you cannot take the same level of Career Service Examination within three months before the examination you are applying for, whether through the Pen and Paper Test or another CSC test mode such as COMEX.
The specific prohibited date range for the 2027 exams will be stated in the detailed examination announcement.
What If You Already Passed the Civil Service Exam?
If you already passed the same level you’re applying for, you shouldn’t take that same level again.

PRC Board Passers May Not Need to Take the Civil Service Exam
Here’s another thing some applicants discover only after preparing for the exam.
Passers of professional board examinations administered by the Professional Regulation Commission may already possess civil service eligibility through Republic Act No. 1080.
Bar examination passers are likewise recognized as civil service eligibles under the applicable law and CSC rules.
The latest CSC examination announcement therefore notes that qualified Bar and Board examination passers may opt not to take the Career Service Examination.
Other special eligibilities may also provide eligibility comparable to Professional or Subprofessional levels.

What Is Covered in the Subprofessional Exam?
The Subprofessional examination shares several areas with the Professional test, including General Information, Verbal Ability and Numerical Ability.
Instead of the Professional examination’s Analytical Ability component, the Subprofessional exam includes Clerical Ability, covering areas such as filing and spelling.
This difference is one reason the two exam levels aren’t exactly interchangeable.
Are Calculators Allowed?
No.
The latest CSC rules prohibit calculators of any type during the CSE-PPT, including calculator watches.
Don’t bring one expecting the proctor to make an exception.
Other examination aids such as dictionaries, books and printed materials are also prohibited.
What About Cellphones and Smartwatches?
These are also prohibited during the examination.
CSC’s latest rules specifically identify cellular phones, smartphones, smartwatches, camera-equipped devices and similar electronic gadgets among items that cannot be kept at the examinee’s seat, worn or used during the CSE-PPT.
Violations can result in cancellation of the examination.
So don’t assume that putting your phone on airplane mode makes it acceptable.
Don’t Forget Your ID on Examination Day
This may sound obvious.
But CSC makes it very clear:
No ID, no exam.
The Commission strictly implements its identification requirement during examination day.
The official application form itself also carries the warning “NO I.D., NO EXAM.”
Before leaving home, check your wallet.
Then check it again.

Waiting too long and discovering that your preferred testing center is already full.
