If you work for the Philippine government—or you’re planning to apply for a government position—there is another scheduled salary increase coming in 2027.
The 2027 government salary adjustment will be the fourth and final tranche of the updated Salary Schedule for civilian government personnel under Executive Order No. 64, series of 2024.
For national government agencies, the new salary rates are scheduled to take effect on January 1, 2027.
And unlike a proposed salary increase that still needs to be designed from scratch, the actual 2027 salary table has already been laid out under EO No. 64. This means government employees can already see how much the basic monthly salary will be for every Salary Grade and salary step once the fourth tranche takes effect.
For example, Salary Grade 1, Step 1 will increase from ₱14,634 in 2026 to ₱15,208 in 2027, while Salary Grade 11, Step 1 will rise from ₱31,705 to ₱33,387.

What Is the Salary Increase for Government Employees in 2027?
The 2027 salary increase is the fourth and final tranche of the salary adjustment ordered under Executive Order No. 64, signed on August 2, 2024.
The government scheduled the salary adjustment over four fiscal years:
- First Tranche – January 1, 2024
- Second Tranche – January 1, 2025
- Third Tranche – January 1, 2026
- Fourth and Final Tranche – January 1, 2027
EO No. 64 states that this four-tranche schedule applies to National Government Agencies.
The Department of Budget and Management has also instructed government agencies preparing their FY 2027 budgets to use the Fourth Tranche Salary Schedule in computing authorized basic salaries and applicable step increments.
The proposed FY 2027 national budget also includes the fourth tranche of the salary adjustment as one of the government’s funding requirements.
So, barring a subsequent change in government policy, the fourth tranche is scheduled to begin on January 1, 2027.

Salary Grade 2026 vs. 2027: How Much Is the Increase?
How much more will government employees actually receive?
It depends on the employee’s Salary Grade and step.
Looking at Step 1 salaries, here are several examples:

The percentage increase is not exactly the same for every Salary Grade.
For example, SG 1 Step 1 increases by about 3.9%, while SG 11 Step 1 increases by about 5.3%. SG 20 Step 1 increases by about 4.7%.
The DBM has described the fourth tranche as translating to an average increase of around 5% in monthly compensation for government workers, including public school teachers.
How Much Is Salary Grade 1 in 2027?
Salary Grade 1 will start at:
Step 1: ₱15,208 per month
The highest regular step under SG 1 will be:
Step 8: ₱16,030 per month
For comparison, SG 1 Step 1 is ₱14,634 under the 2026 third tranche.
That means the Step 1 basic salary increases by ₱574 per month in 2027.
How Much Is Salary Grade 11 in 2027?
Salary Grade 11 is especially important because many government professional positions fall within or around this level.
Under the 2027 salary table:

The increase from 2026 to 2027 is therefore ₱1,682 per month for an employee at Step 1.
Teacher I is one well-known example of a position assigned to Salary Grade 11.
Salary Grade 12 in 2027
Salary Grade 12 starts at ₱35,650 for Step 1 and reaches ₱37,552 at Step 8.
The Step 1 rate was ₱33,947 in 2026, which means an increase of ₱1,703 per month.
Teacher II is among the government positions associated with SG 12.
Salary Grade 13 in 2027
Salary Grade 13 begins at ₱37,828 at Step 1.
The Step 8 rate is ₱39,945.
Compared with the 2026 Step 1 salary of ₱36,125, this represents an increase of ₱1,703 per month.
Teacher III is one example of a position under SG 13.
Salary Grade 15 in 2027
For SG 15:

Step 8: ₱47,172
The SG 15 Step 1 salary is ₱42,178 in 2026, so the fourth tranche adds ₱1,970 per month to the Step 1 basic salary.
What Does Salary Grade Mean?
A Salary Grade or SG is essentially the level assigned to a government position under the government’s Compensation and Position Classification System.
There are 33 Salary Grades in the regular national government salary schedule.
Generally, positions with greater responsibilities, higher qualification requirements and greater accountability are assigned higher Salary Grades.
The Salary Grade determines the salary range of the position, while the employee’s salary step determines the specific amount within that range.
So when you see a government job advertisement saying:
“Salary Grade 11”
that does not necessarily mean everyone holding that position receives exactly the same amount.
An employee at SG 11 Step 1 will receive a different basic salary from an employee already at SG 11 Step 8.
What Are Salary Steps?
Most Salary Grades have eight salary steps.
Think of the Salary Grade as the general salary level of a position, while the step tells you where the employee currently sits within that Salary Grade.
Step 1 is generally the entry or minimum salary rate for the grade.
Employees may progress to higher salary steps in accordance with government rules on step increments, such as those connected with length of service and, where applicable, meritorious performance.
For FY 2027 budget preparation, DBM specifically instructed agencies to calculate authorized salaries together with applicable step increments due to length of service and/or meritorious performance.
Who Is Covered by the 2027 Government Salary Increase?
EO No. 64 covers civilian government personnel in the:
Executive Branch
Legislative Branch
Judicial Branch
Constitutional Commissions and other Constitutional Offices
covered Government-Owned or -Controlled Corporations
Local Government Units, subject to applicable implementation rules
Coverage generally applies regardless of whether eligible personnel are regular, contractual or casual, appointive or elective, or working on a full-time or part-time basis.
For full-time regular or contractual personnel, the amounts in the salary schedule represent monthly remuneration.
For part-time personnel, compensation is proportionate to actual services rendered.
For casual personnel, EO No. 64 provides that the daily wage is computed by dividing the applicable monthly salary rate by 22 working days.
Are Job Order and Contract of Service Workers Included?
This is an important distinction.
Workers engaged through Job Orders or Contracts of Service generally are not covered by this Salary Grade schedule when there is no employer-employee relationship.
EO No. 64 specifically excludes individuals engaged through:
job orders,
contracts of service,
consultancy arrangements, and
similar service contracts without an employer-employee relationship.
This means being employed by or working for a government office does not automatically mean that a worker is entitled to the Salary Grade increase.
Your employment arrangement matters.
Are Military and Uniformed Personnel Included?
The civilian salary schedule under EO No. 64 should not be confused with the compensation schedule for military and uniformed personnel.
The Salary Grade table discussed in this article is specifically for covered civilian government personnel.
Military and uniformed personnel have a separate compensation system.
The proposed FY 2027 national budget identifies the civilian fourth-tranche salary adjustment and the corresponding salary adjustments for military and uniformed personnel as separate government funding requirements.
Will LGU Employees Receive the Same Salary Grade Rates?
Not automatically.
Local Government Units are included within the framework of EO No. 64, but LGU implementation is subject to local authorization, Personnel Services limitations and the financial capability of the LGU.
EO No. 64 allows covered LGUs to implement the salary schedule subject to authorization from their respective sanggunian and compliance with applicable Personnel Services limitations.
The EO also allows LGUs with insufficient funds to partially implement the salary schedule. When partial implementation is used, it must be applied at a uniform percentage across positions.
This means an LGU employee should not automatically assume that the full national government salary rate shown in the table will immediately be the employee’s actual LGU salary.
The actual rate will depend on the salary schedule adopted by the particular province, city or municipality and the applicable DBM guidelines.
What About GOCC Employees?
This also depends on the GOCC.
EO No. 64 covers certain Government-Owned or -Controlled Corporations, but GOCCs governed by a separate Compensation and Position Classification System are excluded from the regular salary schedule.
The compensation framework for GOCCs has also evolved separately, including the CPCS II framework under Executive Order No. 95.
So if you work for a GOCC, it is better to check your corporation’s specific compensation system rather than assuming that the regular SG 1 to SG 33 table automatically applies.
Is the ₱7,000 Medical Allowance Separate From the Salary?
Yes.
Executive Order No. 64 also authorized a Medical Allowance of up to ₱7,000 per year beginning in FY 2025 for qualified civilian government personnel as a subsidy for HMO-type benefits, subject to government guidelines and exclusions.
That medical allowance is separate from the monthly basic salary amounts shown in the Salary Grade table.
In other words, the Salary Grade amounts represent basic salary—not total government compensation.
Government employees may also be entitled to other benefits depending on existing laws, budget rules and eligibility requirements.
Does the Salary Table Include Bonuses and Allowances?
No.
The Salary Grade table represents basic monthly salary.
It should not be interpreted as the employee’s total compensation or take-home pay.
A government employee may receive other forms of compensation or benefits depending on eligibility, including allowances, bonuses and incentives provided under applicable government rules.
At the same time, deductions such as applicable taxes, GSIS contributions, PhilHealth contributions, Pag-IBIG contributions, loans and other deductions can reduce the amount actually received in the employee’s payroll.
So if your 2027 basic salary becomes ₱33,387, for example, that does not mean ₱33,387 will necessarily be the exact amount deposited into your account.
Basic salary and net take-home pay are different.
When Will the Salary Increase Start?
For National Government Agencies, the fourth tranche is scheduled to begin on January 1, 2027.
The 2027 rates are therefore not simply estimates—the fourth-tranche table is already contained in the salary schedule authorized under EO No. 64.
DBM has also directed government agencies to use the fourth-tranche rates when preparing their FY 2027 Personnel Services requirements.
As of September 16, 2026, however, government employees should still watch for the specific DBM implementing circular for the 2027 tranche.
For comparison, DBM issued National Budget Circular No. 601 on January 22, 2026 to provide the rules and guidelines for implementing the third tranche effective January 1, 2026.
A corresponding DBM issuance is expected to provide the detailed implementation rules for the fourth tranche.
Is the 2027 Salary Increase Already Included in the Government Budget?
The salary adjustment is already being incorporated into the government’s FY 2027 budget planning.
The Department of Budget and Management submitted a proposed ₱7.2-trillion FY 2027 national budget to Congress, with the fourth tranche of salary adjustments for civilian government employees under EO No. 64 identified among the government’s mandatory funding requirements and existing commitments.
DBM’s FY 2027 budget preparation guidelines likewise instruct agencies to use the fourth-tranche salary rates when calculating their Personnel Services requirements.
Remember, however, that the National Expenditure Program is the Executive Branch’s proposed national budget. The final General Appropriations Act for FY 2027 still goes through the constitutional budget process.
What Happens After the Fourth Tranche?
This is probably one of the biggest questions government employees will have going into 2027.
EO No. 64 schedules salary adjustments only through the fourth tranche beginning January 1, 2027.
There is no automatic fifth tranche under EO No. 64.
Therefore, any additional nationwide salary restructuring after the implementation of the 2027 schedule would require another legal or executive basis, such as a new law, executive order or other authorized compensation adjustment.
For now, 2027 represents the final scheduled adjustment under the current four-tranche program.
