OWWA Scholarship: EDSP, ODSP & CMWSP Complete Guide

Having a parent working abroad can open certain scholarship opportunities for students in the Philippines, and among the most important programs to know are the scholarships offered through the Overseas Workers Welfare Administration or OWWA.

But here’s where things can get confusing.

There isn’t just one “OWWA Scholarship.”

There are several programs, and the three you’ll encounter most often for college education are:

EDSP or the Education for Development Scholarship Program, ODSP or the OFW Dependent Scholarship Program, and CMWSP or the Congressional Migrant Workers Scholarship Program.

They may sound similar, but they are not interchangeable.

One provides as much as ₱60,000 per school year and is highly competitive. Another provides ₱20,000 and places more emphasis on the OFW family’s income. The third is specifically connected with priority Science and Technology courses.

So before submitting an application, it’s worth understanding which scholarship actually fits your situation.

Here’s a complete guide to EDSP, ODSP and CMWSP, including benefits, qualifications, requirements, courses and how to apply.

EDSP₱60,000 per school yearQualified dependents of OFWs, generally active OWWA members4- to 5-year bachelor’s degree
ODSP₱20,000 per school yearQualified dependents of OFWs meeting the applicable income requirementAssociate or 4- to 5-year degree
CMWSP₱60,000 per school yearDeserving migrant workers and/or their immediate descendantsPriority Science and Technology bachelor’s courses

OWWA’s current scholarship portal confirms the ₱60,000 maximum annual assistance for EDSP and CMWSP and ₱20,000 per school year for ODSP.

Already you can see the biggest difference.

If you’re academically competitive and the dependent of an active OWWA member, EDSP may be the scholarship most people immediately look at.

If the OFW earns within the applicable income limit, ODSP may be another option.

If you’re planning to study a priority Science and Technology program, CMWSP is worth checking.

Let’s look at each one separately.

1. Education for Development Scholarship Program or EDSP

EDSP is probably the best-known OWWA college scholarship.

It provides qualified dependents of OFWs with financial assistance of up to:

₱60,000 per school year

The grant may continue until the scholar completes an eligible four- or five-year bachelor’s degree, subject to continued compliance with OWWA’s scholarship rules.

What makes EDSP particularly competitive is that it isn’t simply awarded to everyone who meets the minimum requirements.

There are limited scholarship slots.

And for incoming college freshmen, selection is linked to a national qualifying examination conducted through the Department of Science and Technology.

EDSP Category 1: Incoming First-Year College Students

OWWA divides EDSP applications into categories.

Category 1 is intended for students who are graduating from Grade 12 and will enter college as freshmen.

For this category, the student generally needs to be single, not more than 21 years old, a graduating Grade 12 student and have a general weighted average of at least 80 percent or its equivalent.

The applicant must also be a qualified dependent of an active OWWA member.

Recent government information from OWWA Region I identifies eligible applicants as children or siblings of active OWWA members who are 21 years old or younger and graduating from Grade 12 with at least an 80-percent GWA.

But meeting those requirements doesn’t automatically make you an EDSP scholar.

That’s where the examination comes in.

EDSP DOST Examination

For incoming freshmen, OWWA says scholarship selection is determined through the DOST national examinations.

And only the:

Top 1,000 qualifiers

are considered for entry as EDSP freshman scholars under the current system.

So this isn’t simply a pass-or-fail situation.

You are competing for a limited number of scholarship places nationwide.

That’s an important distinction because an applicant could satisfy the basic EDSP requirements but still not be included among the final scholars.

EDSP Category 2: Students Already in College

This is one of the more useful developments in the OWWA scholarship system.

EDSP isn’t limited only to incoming freshmen anymore.

OWWA’s current scholarship portal includes EDSP Category 2 for students who are already enrolled from the second through fifth year of college.

The current portal says there are:

600 EDSP Category 2 slots

for eligible second- to fifth-year college students enrolled in Philippine-based colleges or universities.

That is important because you may still have an opportunity even if you did not receive EDSP before entering college.

For Category 2, recent OWWA program information indicates that applicants generally need to be single, no more than 30 years old, enrolled in a Philippine college or university, and have a GWA of at least 85 percent or its equivalent without failing grades.

Unlike the freshman category, Category 2 selection is heavily tied to the student’s college academic performance and the limited number of available slots.

Who Is Considered an EDSP Dependent?

For EDSP, the usual eligible family relationship is a child of an active OWWA member.

A sibling may also qualify when the OWWA member is single or married but has no child, subject to OWWA’s rules.

Recent government reporting on EDSP confirms that OWWA allows qualified children or siblings of active OWWA members to apply.

This is why proof of relationship is part of the application process.

Simply having a relative who is an OFW does not automatically make someone an eligible dependent.

Can You Take Any Course Under EDSP?

EDSP is designed for students pursuing four- or five-year baccalaureate programs in Philippine colleges and universities.

Unlike CMWSP, EDSP is not described by the current OWWA portal as being restricted only to Science and Technology priority programs.

That makes it more flexible in terms of degree choice.

But applicants still need to satisfy OWWA’s school, enrollment and scholarship requirements.

2. OFW Dependent Scholarship Program or ODSP

ODSP is another major OWWA scholarship, but it serves a somewhat different group.

The financial assistance is:

₱20,000 per school year

OWWA says the program is available to qualified OFW dependents who will enroll, are enrolled, or have previously enrolled in an eligible four- or five-year baccalaureate or associate course in a Philippine college or university.

You may sometimes see the program written as OFW-Dependents Scholarship Program.

Either way, you’ll normally see the acronym ODSP.

What Makes ODSP Different From EDSP?

The biggest difference is financial eligibility.

EDSP is strongly merit-based and competitive.

ODSP specifically considers the salary of the OFW.

OWWA’s standing baccalaureate scholarship information describes ODSP as intended for dependents of OFWs receiving no more than US$1,000 per month.

However, there is an important current-policy detail.

OWWA’s live scholarship application portal now states that the required OFW monthly salary should follow the guidelines specified in the memorandum issued by OWWA for the particular application period and school year.

That means applicants should not rely blindly on an old screenshot or article quoting a salary ceiling from several years ago.

Check the current application announcement.

The income limit applied by OWWA for your particular scholarship cycle is the one that matters.

ODSP Category 1

The current OWWA portal provides an ODSP Category 1 for incoming first-year college students.

Applicants generally need to be qualified dependents of active OWWA member-OFWs, single and within the applicable age and academic requirements.

Previous and current OWWA program rules commonly set the freshman age ceiling at 21 years old.

The applicant must also meet the OFW salary requirement for that year’s application period.

ODSP Category 2

OWWA also accepts applications from students already enrolled from second through fifth year under ODSP Category 2.

Current application guidance generally requires the college applicant to be single, no more than 30 years old, have a passing GWA and be enrolled in a Philippine-based college or university.

This is important for families who only discover the scholarship after the student has already started college.

You don’t necessarily have to be an incoming freshman to apply.

How Much Does ODSP Pay Per Semester?

The annual assistance is ₱20,000.

Government information from OWWA Palawan describes this as approximately:

₱10,000 per semester

under the standard two-semester arrangement.

Of course, actual release procedures depend on OWWA’s scholarship processing and the scholar’s continued compliance with requirements.

It isn’t necessarily the same as receiving ₱20,000 in cash immediately after completing the online application.

You first need to be evaluated and selected.

3. Congressional Migrant Workers Scholarship Program or CMWSP

Now let’s move to the scholarship that people sometimes confuse with EDSP.

CMWSP stands for:

Congressional Migrant Workers Scholarship Program

It provides up to:

₱60,000 per school year

for eligible students pursuing four- or five-year bachelor’s degrees in priority Science and Technology fields.

The program is administered by OWWA, but it has a different legal and funding history from EDSP.

Where Does CMWSP Come From?

The Congressional Migrant Workers Scholarship Fund was established under the Migrant Workers and Overseas Filipinos Act framework.

Republic Act No. 10022 continued the scholarship fund for deserving migrant workers and/or their immediate descendants who intend to pursue courses or training primarily in Science and Technology fields defined by DOST.

OWWA serves as the program administrator in coordination with DOST.

The current OWWA portal explains that CMWSP funding comes from the Philippine Charity Sweepstakes Office through a replenishable allocation maintained by the OWWA Secretariat.

So even though people often group it together with regular OWWA scholarships, CMWSP has its own statutory foundation.

Who Can Apply for CMWSP?

The law broadly identifies two groups:

Deserving migrant workers themselves and their immediate descendants.

This is one of the biggest differences between CMWSP and programs such as EDSP.

CMWSP can potentially benefit the migrant worker directly—not only the OFW’s child or sibling.

OWWA’s detailed eligibility criteria may be updated for a particular application cycle, so applicants should follow the active CMWSP application announcement.

Recent application criteria have included age, academic performance, family-income and course requirements in addition to the basic migrant-worker relationship.

CMWSP Courses

This is where CMWSP is much more restrictive than EDSP.

The intended course needs to belong to a priority area in:

Science and Technology

The scholarship’s legal framework specifically gives DOST a role in defining the covered Science and Technology fields.

So if you’re considering CMWSP, don’t assume that every bachelor’s degree automatically qualifies.

Check the current DOST/OWWA priority-course guidance before finalizing your application or school enrollment.

That step can save you from preparing documents for a scholarship that doesn’t cover your intended degree.

CMWSP Funding

OWWA’s current portal provides up to ₱60,000 per school year until completion of an eligible four- or five-year degree at a college or university in the Philippines.

So in terms of maximum annual financial assistance, CMWSP and EDSP are similar.

The difference is mostly in who qualifies and what course can be taken.

EDSP vs. ODSP vs. CMWSP

Here’s an easier comparison.

RequirementEDSPODSPCMWSP
Maximum Annual Grant₱60,000₱20,000₱60,000
Main BasisAcademic meritOFW dependent + income eligibilityMigrant worker relationship + S&T priority course
Active OWWA Member Usually RequiredYes, for dependent applicantYes, for dependent applicantProgram has separate migrant-worker criteria
Incoming FreshmenYesYesYes, subject to current rules
Existing College StudentsEDSP Category 2ODSP Category 2Follow current CMWSP cycle
DOST RoleNational exam for Category 1No EDSP-style national exam stated by current portalDefines/coordinates priority S&T fields
Any College Course?Generally eligible bachelor’s programsEligible bachelor’s/associate programsNo; priority S&T programs
OFW Income TestNot the central EDSP criterionYesIncome criteria may apply under current guidelines

This is why it’s important not to apply based purely on the amount.

The ₱60,000 EDSP grant may look attractive, but it is competitive.

ODSP may offer less financial assistance, but it serves a different group.

CMWSP may also offer ₱60,000, but your intended course becomes extremely important.

OWWA Scholarship Requirements

The exact document checklist can differ according to scholarship, category, year level and application cycle.

But based on OWWA’s current scholarship process and its 2026 Citizen’s Charter information, applicants should expect to prepare documents covering identity, relationship to the OFW, grades, enrollment and OWWA membership.

DocumentWhy OWWA May Require It
Online Scholarship ApplicationOfficial scholarship application
OFW Passport or Valid IDProof of OFW identity
OWWA Membership RecordVerification of active membership when required
PSA/LCR Birth CertificateProof of relationship
OFW Birth CertificateMay be needed if applicant is the OFW’s sibling
CENOMARMay be requested when proving eligibility involving a single OFW
Student School ID/Valid IDApplicant identity
Form 137/Form 138Academic record for high school applicants
Transcript/Certificate of GradesAcademic record for college applicants
Registration Card/Proof of EnrollmentConfirms current school enrollment
2×2 PhotoApplicant identification
Good Moral CertificateMay be requested under the scholarship checklist
Proof of OFW SalaryParticularly important for ODSP
Medical CertificateMay be requested in applicable cases

OWWA’s 2026 Citizen’s Charter information includes documents such as proof of grades, a valid OFW or representative ID, proof of relationship, proof of enrollment and identification photos. For ODSP, proof of the OFW’s monthly salary can also be required.

The lesson here is simple:

Don’t rely on a five-year-old requirements list.

Check what appears in the application system during the actual application period.

Proof of Relationship

This requirement causes a surprising number of questions.

If the student is the OFW’s child, the birth certificate normally establishes the relationship.

If the applicant is the OFW’s sibling, additional documents may be needed to prove both the relationship and the OFW’s family status.

For example, OWWA may request the OFW’s birth certificate, the applicant’s birth certificate and a CENOMAR when the scholarship rules allow a sibling of a single or childless OFW to qualify.

So don’t wait until the deadline to request PSA documents.

These are some of the easiest requirements to prepare early.

Is OWWA Membership Required?

For EDSP and ODSP dependents, active OWWA membership of the OFW is an important eligibility requirement.

EDSP government announcements explicitly describe the program as available to qualified children or siblings of active OWWA members.

ODSP is likewise designed primarily for legal dependents of qualified OWWA member-OFWs.

CMWSP is somewhat different because its statutory framework covers deserving migrant workers and/or their immediate descendants and is governed by its own admission criteria.

Because membership status can change, OFW families should confirm the worker’s current OWWA record before submitting an application.

Can a Sibling of an OFW Apply?

Yes, under certain circumstances.

For EDSP and ODSP, a sibling may potentially qualify when the OFW is single or married but childless and the other eligibility conditions are met.

This isn’t the same as saying any brother or sister of any OFW automatically qualifies.

OWWA will look at the specific family relationship and documentation.

Can You Already Be in College?

Yes.

This is one of the most useful things to know about the current OWWA system.

The official scholarship portal now specifically provides:

EDSP Category 2 for second- to fifth-year college students and ODSP Category 2 for students already enrolled from second through fifth year.

So don’t immediately give up just because you’re no longer a Grade 12 student.

Check the category appropriate to your current year level.

Can First-Year College Students Apply for Category 2?

Pay attention to the wording of the application window.

EDSP Category 2 is specifically described by OWWA as covering students already in their second through fifth year of college.

A student who is currently in first year doesn’t automatically become a Category 2 applicant simply because he or she is already enrolled in college.

Follow the category for the school year identified in OWWA’s announcement.

Does OWWA Pay the Entire Tuition?

Not necessarily.

When OWWA says EDSP or CMWSP provides a maximum of ₱60,000 per school year, that’s the scholarship assistance ceiling.

It doesn’t mean OWWA will automatically cover whatever tuition a school charges.

If your total educational expenses exceed the scholarship amount, the family may still need to cover the difference.

The same applies to ODSP’s ₱20,000 annual grant.

Think of these as educational financial assistance rather than a promise that every peso of college expenses will be paid.

Can You Study at a Private University?

OWWA’s current EDSP portal refers broadly to Philippine-based colleges and universities rather than restricting the program exclusively to public universities.

ODSP similarly refers to Philippine-based colleges and universities, subject to OWWA’s applicable accreditation and program requirements.

So a private-school student should not automatically assume he or she is disqualified.

The school and course still need to meet the conditions of the particular scholarship.

Can You Have Another Scholarship at the Same Time?

OWWA scholarship rules generally restrict simultaneous availment of other OWWA scholarship programs within the same OFW family, and particular programs may also restrict recipients from holding another scholarship grant.

OWWA program information for EDSP specifically notes that the scholarship is provided once per eligible OFW family under applicable rules and that the dependent should not already be the recipient of another scholarship grant.

This is an area where applicants should disclose existing scholarships rather than assume that receiving two grants is automatically allowed.

OWWA will determine whether the other scholarship conflicts with the program.

How to Apply for an OWWA Scholarship

The current application process is primarily online.

The official portal is OWWA’s Scholarship Online Application system.

The basic process is:

  1. Go to the official OWWA Scholarship Online Application portal, choose EDSP, ODSP or CMWSP, and select the correct category if the program has more than one.
  2. Enter the OFW and applicant information carefully, upload the required supporting documents, and submit only when everything is complete.
  3. OWWA reviews and verifies the application, including OWWA membership, family relationship, grades and other program-specific conditions.
  4. Applicants who need an examination, particularly EDSP Category 1, should monitor OWWA announcements regarding DOST examination instructions.
  5. Wait for the official evaluation or list of qualified applicants from OWWA rather than treating successful online submission as scholarship approval.

OWWA has specifically reminded applicants to use working contact information and complete their application accurately because the agency may need to reach them during verification. Government reporting also confirms that scholarship applications are processed through the online portal.

OWWA Scholarship Online Application

Important: Applying Does Not Mean You Are Already a Scholar

This is probably the biggest misconception.

Submitting the form only starts the process.

For EDSP Category 1, for example, only the top 1,000 qualifiers from the DOST national examination are considered for scholarship entry.

For EDSP Category 2, available slots are also limited.

Other programs require OWWA to evaluate eligibility, documents, income and available scholarship slots.

So never make irreversible school or financial decisions based only on the fact that your online application was accepted by the website.

Wait for the official scholarship result or notice of award.

Which OWWA Scholarship Should You Apply For?

There isn’t one program that is automatically better for everyone.

If you’re an academically strong dependent of an active OWWA member and meet the EDSP requirements, EDSP gives you the highest general educational assistance among the standard dependent scholarships at up to ₱60,000 per school year.

If your OFW parent or qualified family member meets the applicable salary ceiling and you’re looking for a more income-targeted program, ODSP provides ₱20,000 per school year.

If you or your qualified immediate descendant intends to pursue one of the Science and Technology priority programs, CMWSP may provide as much as ₱60,000 per school year.

The right program depends on your relationship to the OFW, OWWA membership status, grades, age, OFW income, current year level and intended degree.

OWWA Scholarship Application Period

OWWA scholarship applications are not permanently open throughout the year.

The agency announces application periods depending on the scholarship and school year.

The current online portal should be your main reference because opening dates, deadlines, available categories and salary requirements can change.

This is particularly important for EDSP because the timing for incoming freshmen may be tied to DOST examination scheduling.

Don’t wait until graduation to start checking.

If you’re in Grade 12, monitor OWWA scholarship announcements early.

2026 Application Update

For context, the September 2026 application cycle separated the programs into different deadlines.

A September 7 announcement from OWWA’s Eastern Region operations listed EDSP Category 1 applications through September 17, while EDSP Category 2 and ODSP applications were listed through September 27.

Current 2026 scholarship summaries also listed CMWSP alongside the earlier September application window.

Because application dates change by scholarship cycle, don’t use those dates for a future school year.

Always verify the new OWWA announcement.

OWWA Scholarship

Final Thoughts

For an OFW family, ₱20,000 or ₱60,000 a year can make a real difference when you’re paying tuition, books, transportation, projects and all the other expenses that come with college.

But the most important thing is choosing the correct OWWA program.

EDSP provides up to ₱60,000 per school year and is designed for academically qualified dependents of OFWs. Incoming freshmen compete through the DOST examination, while the current system also provides EDSP Category 2 slots for students already in their second to fifth year of college.

ODSP provides ₱20,000 per school year and is aimed at qualified OFW dependents who meet the applicable income and other eligibility requirements.

CMWSP also provides up to ₱60,000 annually, but it is specifically intended for deserving migrant workers and/or their immediate descendants pursuing priority Science and Technology programs.

So before you apply, check five things carefully:

Your relationship to the OFW, the OFW’s OWWA membership status, your grades and year level, the family’s income when required, and whether your intended course is eligible.

Then prepare your documents early and apply only through the official OWWA scholarship system.

Because with competitive programs such as EDSP, getting the requirements right is only the first step.

The real goal is making sure you’re applying for the scholarship that actually matches your situation.
